Teenage girls who requested not to be identified due to age compete in a wet T-shirt contest where the winner is awarded free alcohol, Jan. 15, 2009, at Club VIP in downtown Saint Louis, Mo. Club VIP, a 21+ dance club, is one of several businesses labeled by Saint Louis Mayor Chief of Staff Jeff Rainford as “nuisance properties.” According to Rainford, the definition describes a business that participates in “illegal sale, distribution or consumption of alcoholic beverages” and operates “in violation of municipal, state or federal business licensing regulations.” Rainford said the city will begin the process of trying to strip businesses fitting that description of their liquor licenses.
